The Developmental Support Services Program (DSS) helps adults with a developmental disability who live on their own to live as independently, safely, and securely as possible. The DSS program is voluntary.

How to Apply

All adults wanting to access the Ministry of Children, Community and Social Services (MCCSS) funded supports and services, must do so through Developmental Services Ontario (DSO). An individual, family or support person working with the family (with consent) may contact DSO to inquire about supports. The South East Office is located in Kingston with Extend a Family Kingston.

Programs and Supports

Case Management

The Developmental Support Services (DSS) Program provides case management and advocacy services to people eighteen years of age and older with a developmental disability and who are living independently or moving towards independence in a community setting without significant social support.

Services are offered according to individual needs and goals and may include assistance with seeking accommodation, budgeting, short-term emotional support, or advocacy, among others.

The role of a DSS Caseworker:

  • Individualized planning based on the goals and support needs of the adult
  • Ongoing case management
  • Assistance to access and coordinate all necessary and available community services, including the Passport Funding Program

Passport Funding Program

The Passport Program helps any adult who is eligible for development services and supports funded by the Ministry of Children, Community, and Social Services.

It is a reimbursement-based funding program to help people be able to take part in their community’s activities. Purchased participation supports can include:

  • programs
  • classes
  • camps
  • pre-employment, and employment supports
  • community support worker
  • transportation to and from activities, among others.

 

To help ease the burden of expenses to our clients, where requested the DSS program can:

  • Assist with planning for the use of funding and paperwork
  • Help with accessing supports
  • Provide brokerage services to purchase services and supports

Frequently Asked Questions

Is a Development Support Services (DSS) Case Worker role the same as an Adult Protective Services Worker's?
Yes, they are the same. Lanark County is choosing a different name for our case management program, but they perform the same functions. Adult Protective Services Workers are guided by the provincially recognized Adult Protective Service Association of Ontario.
How does a person qualify for a DSS Worker?
All persons seeking supports of a case worker must apply and be eligible for developmental services. Case workers are not assigned until they are referred by Developmental Services Ontario for service in their community.
Does a Developmental Support Services Case Worker have legal power to protect vulnerable adults?
Involvement with a Developmental Support Services Case Worker is strictly voluntary. Case workers help with individuals with a developmental disability identify and reduce risk factors in their lives. We are not able to compel unwilling individuals to receive services.

I am a parent who needs residential supports for my family member. Is the Developmental Support Services Program the best option for us?
If your family member requires structured supported living within developmental services sector, you can ask your Developmental Services Ontario office to help you to link with an agency who offers residential supports. A Developmental Support Services case worker role is defined as working with those living in the independently in the community, to facilitate and coordinate available services.
